Reporting to the VP, Development Planning, the prospective candidate is looking to advance their career working on large scale, multi-dimensional development projects. The candidate is familiar with processing and managing planning applications, liaising with City staff, researching planning policies and conducting planning due diligence through prior work experience. The candidate must be able to prioritize and handle multiple development projects and a diversified workload, including the oversight of invoice processing and other administrative responsibilities, under short timeframes within a high pressure environment. Experience dealing with various municipalities across Canada is beneficial.


  • Conduct research on trade area statistics such as demographics, economic statistics/trends, etc.
  • Conduct other market research such as competitive intelligence on comparable projects
  • Oversee the preparation of presentation materials for internal and external reporting on investment and development projects
  • Conduct planning and policy due diligence, determining compliance with official plans and city bylaws.
  • Monitor municipal Official Plan and Secondary Plan reviews to assess impacts on RioCan’s holdings.
  • Oversee the responses to development related inquiries from various departments.
  • Prepare and oversee the preparation of project update memos for various internal departments and the senior management team.
  • Manage planning applications, such as minor variances, minor zoning amendments, minor site plan approvals.
  • Support the Development Directors in the managing of Official Plan Amendments, larger scale Zoning By-Law and Site Plan amendments.
  • Collaborate with consultant teams to ensure submission materials are prepared on time, and that the project schedule is maintained.
  • Oversee the creation of internal and external leasing & development and marketing materials.
  • Establish & foster relationships with retail tenants and partners.
  • Establish & foster relationships with municipal and government agency personnel.
  • Read and interpret building plans and reports.
  • Oversee the preparation of agendas and record minutes for project management and Development Department meetings.
  • Act as an internal planning counsel for various lease deals; determine whether lease deals comply with official plan and zoning standards, to mitigate any planning issues that may arise in prospective leasing deals or within current assets.
  • Develop an understanding of lease language to ensure that prospective lease deals comply with other legal obligations such as no-builds, vista restrictions, etc.
  • Oversee the preparation of Requests for Proposals (RFPs) to retain consultant teams for development applications.
  • Negotiate change orders and fee increases with consultants.
  • Conduct planning and development due diligence on properties RioCan is considering for acquisition or reposition.
  • Oversee the processing of invoices and ensuring projects remain on budget.
  • Other duties as required.

Qualification Requirements:

  • University Degree in Urban Planning, Real Estate Development or Engineering is preferred
  • Minimum 3 - 5 years relevant experience
  • Proficient in Excel, Word, Access, PowerPoint, CAD/PDF and Outlook
  • Excellent written and verbal communication skills
  • Well organized, have the ability to effectively multi-task and have good attention to detail
  • Knowledge in JD Edwards is an asset
